The Former Scott Paper Mill Site is located in the northern portion of Fidalgo Bay on its western shore in Anacortes. The site is bounded on the south by 20th Street, on the west by Q Avenue, on the east by Fidalgo Bay and on the north by Cap Sante Marina and Seafarers’ Way. Prior to the development as an industrial site in the late 1800s, the area was largely a shallow tideland. The tidelands were gradually filled, and the grade modified. Commercial use of the site began in 1890, with a lumber mill operating until 1955 and a pulp mill operation added in 1925 and operating until 1978. At this time, the pulp mill closed, and the site was divided and sold. In 1978 and 1979, the Port purchased the northern portion of the site. From approximately 1990 to 1993, the Port constructed and operated a log storage facility. A public park, currently known as Seafarers’ Memorial Park, was constructed along the eastern shoreline during the late 1990s.

Historical pulp mill activities contaminated upland soil, groundwater and marine sediments with petroleum-related compounds, dioxins/furans, PCBs, metals and wood waste. The Port, in coordination with Washington State Department of Ecology and Kimberly-Clark, the potentially liable party (PLP) for the site (Scott Paper merged with Kimberly-Clark in 1995) developed the Remedial Investigation/Feasibility Study and Cleanup Action Plan during 2008 and 2009, with a Consent Decree executed in 2009 to implement the cleanup remedy. The comprehensive cleanup action of the site, completed in partnership with Kimberly-Clark, was completed over the next two years, with the Seafarers’ Memorial Park re-opened in May 2011. The Port’s cleanup action included the northern upland portion of the site as well as the marine area which included a 75-foot shoreline buffer zone. The cleanup action for the southern upland portion of the site was completed under a separate cleanup action by Kimberly-Clark. Cleanup actions completed by the Port included upland soil remediation, sediment dredging and restoration activities, as follows:

Soil cleanup activities occurred at (7) upland remedial excavation areas and (6) remediation areas within the 75-feet shoreline buffer zone.
Sediment cleanup activities included demolition of wood debris which included a timber breakwater and dredging of approximately 2 to 3 feet of near shore and off-shore sediments and wood debris from the marine area. Marine and shoreline cap material was placed across dredged and excavated areas to restore original grades.
Upland site restoration activities included relocation/replacement of utilities impacted by cleanup actions; backfilling activities to restore surface grades to the design elevations; restoration of park features including sidewalks, lighting, benches, landscaping and park building.
Marine site restoration activities included construction of two rock wave attenuator structures to reduce wave energy and erosion and replacement of the existing small craft launch facility which included a pier, gangway and float system.
The cleanup action covered approximately 25 acres and included:
93,000 CY contaminated excavation, transport and disposal
54,000 CY contaminated dredging, transport and disposal
42,000 CY imported fill
45,000 tons imported rock for wave attenuators

A lumber mill, and later a pulp mill operated on the Scott Paper Mill Site beginning in the late 1800s through the late 1970s. The pulp mill used waste from the lumber mill and discharged waste water directly to Fidalgo Bay. Metals, diesel- and motor oil-range petroleum hydrocarbons, carcinogenic polynuclear aromatic hydrocarbons (cPAHs), polychlorinated biphenyls (PCBs), and dioxins/furans have been found in soil at the Site above Washington State cleanup levels. Many of these contaminants were also found in groundwater (low levels) and marine sediments. In 1999, the Port of Anacortes and Sun Healthcare Systems conducted an independent cleanup action to remove petroleum-contaminated soil and wood debris on one of the parcels within the Site. Portions of the property have been operated recently by multiple entities that have used the Site as a log yard, a staging area for oil field equipment, a boat manufacturing site, storage, and a modular home assembly area. The northern portion of the Site is now primarily Seafarers’ Memorial Park, and the southern portion is primarily vacant. For nearly 100 years, mill operations dominated the Anacortes waterfront along Fidalgo Bay. First a sawmill started up, followed later by a pulp mill. But by 1978, Scott Paper had closed both mills. The property was used for other industrial purposes in following years. The mills left behind widespread contamination from their operations, ranging from wood waste to industrial chemicals. The Washington Department of Ecology, acting under Gov. Chris Gregoire’s Puget Sound Initiative, worked with the Port of Anacortes and Kimberly-Clark (which had purchased Scott Paper) to clean up the contamination and restore the area’s environment. Now the former mill site features a beautiful waterfront park, which provides unprecedented public access to the shores of Fidalgo Bay. And it shows how the public and private sectors can work together to protect the environment and provide benefits to the local community.
