The building was opened in 1901 by the Earl of Derby, and is built in a classical style with an impressive Ionic style portico and extensive decoration and considerable artistic interpretation. Its external treatment is elaborate and it is perhaps the most decorative and lively building in the town centre. The noted art historian Nicolas Pevsner described it as "the best building in Bury". The rich detail in the frieze on Manchester Road is well worth closer inspection.

This Stone was laid by Oswald Osmond Wrigley Esquire of Bridge Hall, Bury, April 29th 1899.
