U srednjem vijeku i kasnije (do 1850), Zagreb su činile tri odvojene administrativne cjeline: biskupijska, kanonička i građanska. Biskup je imao ovlasti nad katedralom, kanonici nad Kaptolom. Treća cjelina, potpuno neovisna o prethodne dvije, bila je Gradec, s punim naslovom Slobodni kraljevski grad na zagrebačkom brežuljku Gradecu. Naslov mu je dodijelio ugarsko- hrvatski kralj Bela IV Zlatnom bulom, 1242. godine. U pogledu povijesti, urbanog razvoja i arhitekture, najvažniji su dijelovi Kaptol i Gradec (Gornji grad), koji čine povijesnu jezgru Zagreba.

In the Middle ages and later (until 1850), Zagreb consisted of three separate administrative units: episcopal, capitular and civil. The bishop exercised jurisdiction over the Cathedral. The College of canons owned the Chapter complex. The third unit, fully independent of the first two, was Gradec, whose full title was "free royal town of Zagreb's hill of Gradec" , "libera regia civitas Montis Grecensis Zagrabiensis", the title which it received from the Hungarian- Croatian King Bela IV in the Golden Bull issued 1242. In wiew of their history, urban development and architecture, the most important parts are Kaptol and Gradec (Gornji grad), which make the historical nucleus of Zagreb.
