CNW Train EMPR-A led by SD60 #8049 is at end of Waxdale Block on the New Line on February 28, 1993. The Old Line and New Line between Chicago and Milwaukee was operated under Direct Traffic Control, or DTC, where the railroad is divided into pre-defined “blocks.” The dispatcher authorizes a train to proceed in one or more of the blocks, and a train has to report clear of a block before authorizing another train to occupy it.
