The Upper Elk River Watershed is located in Middle Tennessee and includes parts of Bedford, Coffee, Franklin, Giles, Grundy, Lincoln, Marshall and Moore counties. It drains approximately 1,277 square miles before flowing in to the Lower Elk River Watershed.

Civil War in the South Cumberlands
The beautiful but rugged landscape of the Southern Cumberland created a transportation nightmare for both Union & Confederate commanders as they struggled to move men & supplies through the area. The Nashville & Chattanooga Railroad provided the most efficient means of transport, but it was uncomfortable & slow.
A Memphis Daily Appeal reporter traveled the route in March 1862 & described the experience vividly: "The cars were crowded to suffocation, & it was with difficulty one could get a seat, or retain it after he had got it. The further we advanced, the greater the difficulty of proceeding, owing to the number of returning trains laden with stores, sick, & disabled soldiers, & women & children seeking a place of safety." The railroad passed through the Cumberland Mountain Tunnel (on present-day U.S. Route 64 near Cowan) that slaves & white workers craved through the rock in the 1850s. Union Gen. William S. Rosecrans's men took control of the railroad & tunnel in 1863 after the Tullahoma Campaign & guarded them until the war ended.
Between here & Cowan, in Sewanee is the University of the South, which was founded in 1857. The cornerstone was laid in 1860, & bishop & future Leonidas Polk consecrated it. The University was founded to espouse Southern principles, & John Armfield, co-owner of the Franklin & Armfield slave-trading firm, was a major contributor. In 1863, Union troops blew up the cornerstone, & no further construction occurred until 1866. Former Confederate generals Josiah Gorgas & E. Kirby Smith played essential roles in the university's postwar revival.

Colbert is the third Madison County town to grow up along the railroad. The town was originally called "Five Forks" because 5 principal roads met there leading to Danielsville, Diamond Hill, Comer, Crawford, and Athens. Five Forks was incorporated in 1899 and was renamed in 1909 for Fletcher Colbert, an influential resident. Colbert is home to a 42-acre Historic District; the Colbert Depot (1892) and Commercial Block (1890s-1920s) occupy the town center and reflect the town's transportation and commercial activity. The Jacob Eberhart Cabin (built by one of Colbert’s first settlers), and the old Grove Hill District Courthouse have been relocated to the Colbert Historic District.
