It's just the opposite. The plan is to spend the Arizona taxpayers' money to help cotton farmers drill wells because, in the near future, there will not be any water coming from Lake Mead on the Colorado River.
Cotton is a water intensive crop. It should be banned from Arizona farms!
Note to Self: Look up: Lake Mead water level.
