Chen: We identified all people who reported having COVID-19 symptoms or who showed up at doctors' offices or hospitals. We confirmed those who had the virus. Then we did intensive tracing and tracking of those who came in contact with the sick.
Confirmed cases and all close contacts of confirmed cases were quarantined for 14 days. They all had to stay at home and not go anywhere!
Lockdowns were not necessary.
