OFF indicators are provided at platforms to indicate to guards and dispatch staff if the signal is clear. If the signal it is linked to is displaying any proceed aspect, then OFF will be lit (but no indication to show which route has been set). Usually there will be a sign plate next to them to show the number of the signal it is linked to, but doesn't appear in this case.
They were used at Gunnersbury by the guards on London Overground services, however in November 2013 the service was fully converted to Driver-Only operation, leaving these slightly surplus (they don't appear on London Underground stations). In this case the signal for the northbound platform was displaying a single yellow, and the signal in the Richmond direction was green (both proceed aspects). However, only one of the indicators were lit, so either the bulb had expired or it is linked to something else.
