The 17th Street Bar.
I'm almost sure this building is at the intersection of Bank and Owen Sts., just west of 17th St.
(As of June 2012, the building is still there but the exterior looks much different.)
The Pink Panther above the door has a thought bubble which reads:
"Let's go to 17th St. Bar" and his beer mug is labeled "50-cent mugs".
