Built in 1883-84, this Second Empire structure was designed by Bruce & Morgan. It was expanded in 1910, and was placed on the National Register of Historic Places in 1980. The building is also a contributing property to the Monroe Commercial Historic District, which was listed in 1983.

In 2005, a newer judicial facility was built on the east side of town. This edifice continues to house some county government offices.

Monroe, Georgia, like most of the county seats in the state, is a picturesque community. The town is located to the east of Atlanta, and serves as the seat of Walton County.
