Midsummer Madness, Challenge 5: The Ritual.
The Dutch like to display important events in the lives of their loved ones (marriages, new babies, passed exams) by decorating their windows, front yards, or balconies with signs and symbols. This one, an arrangement of balloons forming the word 'geslaagd' (passed) - at least if the wind doesn't scramble them - indicates that someone must have passed an important exam (probably high school) in this family.
