They showed no concern about the traffic whatsoever! I learned on my first evening in PEI to slow down in this area. They were always out around sunset, usually playing and looking for handouts...

They harvesters place the wet seaweed along the road to dry before shipping it off to be processed in Europe and Asia. It contains carrageenan which is widely used in cosmetics, and some processed foods and drugs.
