3820 was 1 of 30 C38 class locomotives built by the NSWGR in the 1940s. 3820 entered service in 1947 and was 1 of 25 built without streamlining, of which 3801 to 3805 were.
3820 was the final member of the class in regular NSWGR service and was retained for preservation with the NSW Rail Museum as an operational exhibit. However major repairs were catching up to the locomotive and following its last move under its own steam in 1974, transferring exhibits from their former site at Enfield to Thirlmere, the locomotive was subsequently stored and turned into a static exhibit.

3830, identical to 3820, although in a green livery, was built in 1949 by the NSWGR and was the last of the 30 built C38 class locomotives and is unstreamlined.
3830 was reserved for the Powerhouse Museum upon its withdrawal from the NSWGR and spent many years as a static exhibit. However in 1988 it was towed to Eveleigh workshops to be restored to service and in 1997 it became active. 22 years later in 2009, the locomotive was withdrawn from service owing to crown stay damage and boiler repairs were being undertaken, however it is now evident no work is being done on the locomotive as it is stored towards the front of the NSW Rail Museums shed at Thirlmere.
