Vóór de bouw van het stadhuis op de Markt, vergaderde de raad van Maastricht in een tweetal panden aan de toenmalige Sint-Jorisstraat (tegenwoordig Grote Staat), genaamd De Lanscroon en De Liebaerd. De stedelijke (hoge) rechtspraak vond plaats in het nabijgelegen Dinghuis aan de Kleine Staat. Ook werd incidenteel de op de Markt gelegen lakenhal door het stadbestuur gebruikt.

Vanwege de tweeherigheid van Maastricht was het bestuur en de rechtspraak van de stad al zeker vanaf de dertiende eeuw een aangelegenheid van zowel Brabantse als Luikse raadsleden, burgemeesters, schouten en schepenen. Vanaf de Verovering van Maastricht door Frederik Hendrik in 1632 traden de Staten-Generaal van de Nederlanden in de rechten van Brabant.
