This 65 cents airmail stamp was issued by America on 19 April 1930 (= Scott Catalogue # C13). It depicts the "Graf Zeppelin", a blimp-like, hydrogen gas-filled, rigid aircraft built by the Germans. It is one in a set of three Graf Zeppelin airmail stamps - the other two are denominated 1 dollar 30 cents and 2 dollars 60 cents.
