Licking River at high flow (27 March 2020). Heavy rains occurred in the region about a week earlier. Area drainage is still pretty high. Click on the photo once or twice to zoom in - notice that the water level is close to the underside of the bridge in the distance.

I've seen the Licking River at high flow with water above the paved surface of the bridge - and the road was still open! That happened long ago when I was in high school or college. It was wintertime. The upstream flooded peripheries were mostly frozen over in ice. I recall a mack truck crossing this bridge and generating a small tsunami-like set of waves that radiated outward. The waves made the ice in the surrounding forest tinkle and crackle like thousands of wine glasses being dropped onto a hard floor.
