Cullompton has a history of manufacturing wool, cloth and later leather. There were three mills, Higher, Lower and Middle Mill, dating from the 17th century. Power came from the leat, a subsidiary of the nearby River Culm. In 1816 the town employed 60 weavers and many spinners.

Sitting on the leat of the River Culm in a conservation area, the former fulling mill retains its water turbine and in 1816 the town employed 60 weavers and many spinners. Higher Mill later became a corn mill.
