Part of the great East Bay Regional Park District system. Most of these waterfront parks along the bay shore were what are euphemistically called "landfills". In other words, garbage dumps. Today we find it hard to believe that the beautiful coastline would have been used for that purpose. Public money has now reclaimed most of them and is busy creating a continuous 500-mile Bay Trail all around the area.
Aka, the "Albany Bulb".
