It's low key. They make the point that in the early 19th century the holiday was not yet celebrated in the Victorian way that we do today. There is no decorated tree or commercial activity. Gifts were few and handmade, if any.

Thanks to "army arch", we now know that this is the the old DC jail. Thanks so much, Adam! The building stood for about 100 years, from the 1870s to the 1970s.
WWI had ended just a year earlier. An American flag covers the table. Two figures are obscured (hiding?) behind the tree (right side).
Some of the men are wearing what seem to be baker's white caps. Several others seem to have paint-spattered trousers. Could this be a group of worker-inmates within the community? Maybe akin to the practice followed by the military until after WWII, that support tasks were always assigned to African Americans? Surely the size of this small group makes it a subset of the total population.
