Built in 1887–88, the building is Cumberland County's second courthouse. The courthouse was built by S. S. Goehring and L.L. Pierson from plans and specifications provided by McDonald Brothers of Louisville, Kentucky. The contractors stipulated cost of $17,700 did not include the 200,000 bricks and 214 square yards of sand donated by the citizens of Toledo.
The building's design features a central clock tower, arched entrances on the east and west sides, Italian Renaissance column-supported balconies above the entrances, and a balustrade along the roofline. The building has continuously served as the seat of county government since its opening. The courthouse was added to the National Register of Historic Places in 1981.
Located in east central Illinois, the Village of Toledo is the seat of Cumberland County, and had a population of 1,161 at the 2020 census. Cumberland County was named for the National Road (Cumberland Road), which was projected to run through it. The population of Cumberland County at the 2020 census was 10,450.
