Thanks to the help of David Trently, I can say that this is a Eurasian Hoopoe (Upupa epops) in the grounds of the Palace of Reunification, formerly Independence Palace.

This is a grey wagtail. A contact at the RSPB tells me they are usually found near to water and sometimes come into gardens with ponds. He thinks this is a female as it
has a pale throat.
