The name of the park comes from a day of action in 1960 when more than 1,000 students protested against a decree that they should go to school on a Sunday. The 2'28 democratization movement that started in Daegu that year was against the Liberal government led by Lee Seung-man. Faced with this campaign and the 3`15 Movement for Democracy in Masan and the 4`19 Movements, President Lee Seung-man stepped down.
