I don't think the (federal) RCMP was there dealing with the farmers' protest directly, since the (municipal) City of Ottawa police was keeping an eye on them. The RCMP was there because... the RCMP is always there. Parliament is the main legislature in Canada.

She was there keeping an eye on a farmers' protest, presumably to keep them away from interfering with Canada Day event organizers setting up for the big national Canada Day party the following day (July 1st, for those of you in Rio Linda).

I presume that they patrol Parc Jean-Drapeau in that thing, but I've honestly never seen it used.
