There are two possible probabilities here. One it was shot outside the preserve and ran until it encountered the creek and was to weak to make it across. ( they have been known to run quite a distance before dying ) The other is....... there is hunting going on in the preserve. which in any instance would be illegal but with the corruptness and cronyism which prevails at all levels...... who knows ! In any respect the hunter probably only had marginal shooting skills or less and that would be why the deer ended up floating in the creek. The great white hunters who either think they have to prove their masculinity or gain bragging rights among the peers by going out and shooting up everything is a sore joke. The only loser is the animal who has to suffer the pain until it dies or (rarely) somehow survives. No one is guaranteed a hunting license. Before they are issued one they should have to prove they can handle a hunting weapon and have the skill to use it.
