Riverside cliffs suddenly gave way to this concrete structure. Ogouchi Dam (小河内ダム) was built to create a reservoir for the water supply and hydropower generation for Tokyo. Height of the dam is 148m.
It was originally conceived in 1926 but spent decades to persuade the local villagers to agree on the project that included the resettlement of 945 households, to silence the Kanagawa prefecture that was using the water of the Tama-gawa in downstream, to resume the construction works suspended by WW II, and to block the Communist Party of Japan to attack the construction site. It was completed finally in 1957 with a total death toll of 87 construction workers.
Although it is chosen as a Civil Engineering Heritage by Japan Society of Civil Engineering, I think it is too controversial to be called as such.
