Began with the grey paved area, the water fountains, and the pastel shaded central background. Afterwards built outward from there, working largely by colour.
The edge will have come together fairly early on, partly to remove candidate pieces from the count and partly to look for additional starting places in the picture.
Good natural light required for this build, and fortunately the Hestair piece shapes and fit are helpful too.

Studying the picture on a large screen I see there is a painters name in the lower right corner, which I suspect is William McDowell but am not 100% sure.

Built largely from the bottom upward, generally working by colour. The train and foreground came together relatively easily, the steam and smoke in the upper part of the picture taking rather longer.
I’m assuming the artist is Edgar Hodges.
One piece missing :-(
At some point Whitman became World International Publishing and this jigsaw appears to be from around the time of transition. The Made in England Whitman Publishing (UK)… statement is present on the box but has been blocked out after ‘England’ and “World International Publishing” printed underneath, in a slightly different typeface. The logos have also been changed, but rather more neatly.
Assuming the catalogue numbers were released in sequential order, I have previously found number 7911 with Whitman branding. I have a theory that the first two digits of these catalogue numbers correspond to the year of manufacture, thus this may have occurred during 1979.
Text on the end of the box reads:
The ‘Golden Arrow’ made its maiden run from London to Dover in 1929. It took its name from the elegant French train ‘Fleche D’Or’ (Arrow of Gold) which has been linking Paris and Calais since 1925.
The British train is seen leaving London’s Victoria Station, hauled by one of Bullieds West Country class pacific no. 21C139. The engine sends up great clouds of black smoke as she gains speed. Behind her, a long train of pullman coaches.
